Sri Lanka national Cricket squad entered the Asia Cup tournament virtually as underdogs due to the team’s ‘not very impressive’ performance in the recent past. At the qualifying first round, Sri Lanka team was surprisingly routed by minnows of World Cricket; Afghanistan in the very first match faced by them. This upset win by Afghanistan broke the spirits of the local fans to such an extent that they expected a humiliating exit of the team from the first round itself. But, it was not to be. Thereafter, the spirited Sri Lankan team maintained consistency and supremacy throughout the tournament.   

The turnaround began with Sri Lanka cruising to a victory against Afghanistan in the quarter finals. After that, The Indian team which was the hot favorites to defend their Asian title was convincingly beaten by Sri Lanka.  Sri Lanka continued to maintain its winning streak to beat Pakistan and enter the final in style. Before the beginning of the tournament, Sri Lanka was rated down the table with remote chances of winning the Asian title. Furthermore, the Sri Lanka team was downgraded, humiliated and belittled by some biased commentators and social media activists. But, Sri Lanka team went to the tournament with their head high undeterred by outrageous comments cast against them. 

This was notwithstanding the fact that even some Bangladeshi and Afghanistan players and administrators unleashed a verbal barrage against Sri Lanka to lower their morale. But, Sri Lanka’s new outfit was a highly inspired lot which they proved in no uncertain terms at the end. Sri Lanka encountered Pakistan once again in the final and emerged victorious putting all ill-conceived predictions of Cricket pundits into the dustbin. Sri Lanka won the final by 23 runs. It is apparent that the poor Sri Lanka team had to face this humiliation because of the chaotic situation back in Sri Lanka. This is a good indicator how the world is looking at bankrupt Sri Lanka as of now. It was indeed a commendable act of plucky Sri Lankans who annexed its 6^th Asian Championship title in a no nonsense mindset against all odds. 

Before Sri Lanka’s triumph in Asian Cricket circuit, Sri Lankan women Netballers beat Singapore convincingly to clinch the Asian Championship for the second consecutive time. In fact, Sri Lanka’s victory was spearheaded by 6’9’’ tall Tharjini Sivalingam from Jaffna. Sri Lanka’s netballers dominated in the last three quarters to record the victory in the margin of 63 to 53 at the end. This win was further sparked by the Sri Lankan Cricket team later in the day. Meanwhile, Sri Lanka’s Legends Cricket team taking part in the ‘Road Safety World Series’ pulled off an exciting win against a strong Australians. Sri Lankan skipper Thilakaratne Dilshan played a captain’s inning thereby scoring a splendid century. He was ably assisted by another frontline veteran Dilshan Munaweera. Sri Lanka being the runner up in the first episode of this world series is hoping to bag the championship this time.  All Sri Lankans hope that their determination will bear fruits in the coming days.

However, Sri Lanka’s economic woes are far from a permanent solution. The government seems to heavily bank on the forthcoming IMF bail-out loan of USD 2.9 Billion.  In the run up, chaos still prevails in the country. Meanwhile, the government is being accused by local and international communities for suppressing protestors and the spree of arrests being made. In the underlying, Sri Lankans have nothing to rejoice over in the economic front. Inflation is uncontrollably high in Sri Lanka at present. Basically, Sri Lankans are pressed to the wall. Sri Lanka is now a country in peril. People are so hopeless. It is a great thing that our sportsmen and women were able to bring a smile on 22 million people in Sri Lanka.

Namo magazine would also like to take this opportunity to congratulate Sri Lanka’s national Cricket and Netball teams for their flamboyant feats in the international sports arena and also to extend best wishes for veteran Cricketers to rewrite the history this time.

Sri Lanka’s woes gathered gradually since 2019. It originated with the infamous Easter Sunday attack in April 2019 which had a far reaching impact on the tourism sector, a main source of foreign exchange earner.  In December 2019, the outbreak of Covid-19 raised its ugly head compelling the government to declare long-drawn lock-downs and travel restrictions intermittently. This situation persisted through 2020 and 2021, causing a negative effect on nation’s fragile economy.  Still, people had trust in the presidency of GR and the government.  Then, the government blundered by imposing a ban on imports of chemical fertiliser which threatened a possible food shortage.  Former premier forewarned the government of the looming economic downturn but the government adamantly professed that it could manage it.  The government was all confident that Sri Lanka’s economy would survive unscathed in spite of brewing troubles in the economic front. Meanwhile, the government had to bear some unnecessary expenses due to their own blunders such as paying compensation for cancellation of the Light Train project and cancellation of shipment of Chinese fertiliser for instance.  Then, some mass scale corruption took place in terms of sugar tax scam and Garlic scandal at CWE (Cooperative Wholesale Establishment) which were craftily put under the carpet by the government as if the government had some connivance. The government lost money to the tune of billions as a result.  In this context, it is obvious that the government didn’t have a forthright policy to manage an ailing economy in face of a crisis. So, it became a chain reaction as the state coffers were getting depleted day by day.  In this wake, the dollar reserves dwindling rapidly impacting all performing industries in the country.  Then, shortages of essential commodities became commonplace throughout the country. First, a leading LP Gas distributor went out of business. Sri Lankan households being heavily dependent on LP gas for cooking got affected badly as other distributors failed to meet the demand. A dearth of milk powder in the market added salt to the economic wounds of the country. Then the worst started to unravel. The government was suddenly in a situation where it had no dollars to clear Petrol and Diesel shipments out of the port. With fuel being in short supply, long queues of vehicles formed in front of filling stations around the country. This fuel shortage triggered the power cuts of long hours that came to stay impeding the peaceful life style of fellow Sri Lankans. People from every social stratum began to feel the economic burden in no uncertain terms. So, agitation among people was inevitable and it is rolling now.  

Feeling economic insolvency at households

When people started to feel economic insolvency, they became agitated. Besides, people felt hopeless under these circumstances and didn’t know where to turn to, with no durable solution in sight. Meanwhile, some unconfirmed news items of the high level of corruption of the Rajapakse regime went viral in the social media platforms. One such item was on the YouTube channel reporting an alleged smuggling of US$ 19 Billion out of the country by Rajapakses to Uganda.  These dollars were taken out as printed material in Srilankan Airlines special charter flights.  According to unconfirmed sources, these printed material was not allowed to be checked at the Customs. Judging by the weight, it was speculated that it should have contained US$ 19 Billion in US$ 100 denominations. While the writer is not in a position to confirm this claim, it was reported that Uganda’s foreign reserves had suddenly risen up by US$ 20 Billion.  Whether this story is true or false, the people began to believe it.  In another video clip which got viral, it was reported that Rajapakse siblings own 4 private jets, again subject to official verification.  It gave rise to this story when MR chose to travel to Tirupati Temple in South India in a private jet that arrived from Uganda. In the minds of people, all these incidents seem to have a common link.  Further, Nirupama Rajapakse, once a minister and a cousin of GR and MR had been featured in Pandora papers for an unimaginable amount of money deposited in foreign banks.  In this context of affairs, economically downtrodden people tended to believe these stories of corruption by the successive Rajapakse regimes.  Meanwhile, some vociferous opposition politicians craftily articulated these corruption allegations in such a way that it addressed the minds of already suffering masses. The first salvo against the government was fired by former parliamentarian Hirunika Premachandra who staged a protest in front of the president’s private residence at Mirihana.  She was accompanied by female members of the Mothers’ Front of SJB which she headed as the convener. It was reported that even the state intelligence services were not aware of this protest before being staged, pointing to a serious lapse on the part of the state intelligence mechanism.  However, it was a peaceful protest which dispersed without a violent incident. After this protest, she explained to the media of her objective of organising this protest movement and that was to allay the fear psychosis of people to rise against the corrupt regime.  Of course, this has set the trend of unceasing waves of protests all around the country.

Mass uprising gaining momentum 

In the evening of 31^st April 2022, there was a scheduled power cut in force in Nugegoda town limits. Some people gathered to shop for essentials which were in short supply. People’s frustration and anger grew impulsively. This gathering suddenly decided to stage a peaceful protest in front of the president’s private residence which is a few metres away.  When people commenced their protest campaign, they were joined by passers-by and the neighbours.  It was very clear that this protest was not instigated by any political elements. It was a peaceful protest which was attended by a decent crowd in the residential area. The protestors were encouraged by the passing vehicles sounding the horn. It soon turned out to be a massive protest when more people started pouring in. Even some mothers with toddlers were seen in this voluntary and impulsive campaign.  The squads of Police, STF and Army were rushed to the scene. While the peaceful protest was going on, a lonely man walked up to a parked Army bus in the vicinity and set it on fire in the full view of peaceful protestors. Police chose to stand in silence when this ugly incident was taking place. With the torching of the Army bus, Police and STF sprang into action to quell the peaceful protest.  The protestors were rounded up and physically beaten before being taken into police custody. In fact, the Police and STF virtually made the protest into an act of violence in an instant. Next day, over 300 lawyers gathered at the Police Station, Mirihana to secure the release of protestors. This was unprecedented in the history of the judiciary. Ultimately, all suspects were released from police custody to the applause of the lawyers who were present. This was a show of solid unity that sent shock waves through the government circles.  This event was followed by more lethal actions by the people’s movement. SJB and JVP called for a mass rally on 02^nd of April 2022 at Galle Face green.  The government had quickly taken pre-empt actions to suppress the mass rally thereby declaring a state of emergency and a full day curfew being imposed to prevent people from gathering. But, people defied the curfew to stage a protest. This movement started gaining momentum further in ensued days.  Now, it has become a mass uprising calling for the president and the parliament to resign. The protestors have been camping on the Galle Face green in front of the Presidential Secretariat over a period of almost one week by now.  The protest movement was supported by Actors, Singers, Cricketers and prominent public figures en masse.  The protest continued even during Sinhala/ Tamil New Year and drew a crowd close to one million. The protestors call for the ouster of the president and his family members in politics and demand for recovery of looted money from the national coffers. But, the president didn’t give into the peoples’ pressure and refused to step down. Last week, the entire cabinet tendered resignation to the PM against the right protocol. Next day, four ministers were sworn in to handle the most vital areas of governance. Mr. Ali Sabry who was sworn in as new Minister of Finance resigned the post on the following day citing family pressure. Now, the government is in utter chaos with a few options or no options at all. On the other hand, the executive and premier simply cannot afford to run away from the predicament either as it will seal off their political careers abruptly and especially their dream political dynasty being blown to smithereens. Therefore, the coming days would be very crucial for Sri Lanka. So, seeing is believing as no one could predict the future in the context of the status quo.

Barely two and half years back, he was a hero in the eyes of the majority of Sri Lankans.  He was seen as the messiah who could bring prosperity to the nation in peril. It was a time when the previous government of good governance was at the low ebb of popularity due to alleged mishandling of the country’s economy. Rajapakses who were out of power, were counting fingers until they swung back to power as they were so much accustomed to it with an element of obvious greediness.  Meanwhile, Mahinda Rajapakse (MR) was still hailed as the leader who brought the civil war to an end and this sentiment continued to echo in the hearts of people especially in rural Sri Lanka. Since MR was handicapped by the constitution to run for presidency once again, newly formed Podu Jana Peramuna was eagerly looking for a suitable candidate none other than from the Rajapakse clan because the name Rajapakse was highly marketable brand then. Meanwhile, Gotabaya Rajapakse (GR) was preoccupied with doing spade work on his own to emerge as the Presidential Candidate. GR’s strategy was different so he first formed an organisation named ‘ViyathMaga’ which name signified a gathering of professionals in many fields. This organisation spearheaded his presidential campaign systematically and organised seminars around the country to educate people in every nook and corner. On top of everything, he was an immensely popular public figure from 2005 to 2015 who held the powerful position of Defense Secretary in MR’s two regimes.  People came to adore his new concepts and innovations in urban planning and development after the civil conflict was over.  He indeed beautified the city of Colombo and other major cities with jogging tracks, restoring old colonial buildings and changing city facades.  With his such deeds, he inflated his own image until it became a larger than life image.  Now people came to understand that it was not so. Now, people are agitated and up in arms against the same candidate they brought to the political limelight two years back.

Wrong policies at wrong time and corruption at its height

True that GR’s current regime was marred by Covid-19 pandemic.  Then, why are people gunning for his oust abruptly? This is a good question that warrants a sharp analysis. Sri Lanka is heavily dependent on the hospitality industry which literally fills the state coffers with dollars as being the foremost foreign exchange earner. When the pandemic hit the country, our incomes were decimated. In spite of this situation, the government went along unabated with usual expenses in the hope that the situation would become normal soon. Ever gullible and superstitious GR was ill-advised by his band of economic advisors and infamous Meni (Reverend Mother) of divine or psychic powers in Anuradhapura. It is unbelievable that a president of a country is blindly lured by these kinds of crooks although we live in the 21st century.  He also made another huge blunder last year banning chemical fertiliser and pesticides although it should be carried out systematically over a specific period of time. This had a negative impact on our tea cultivations as its harvest had come down sharply affecting tea exports. This was not only confined to tea but other crops, mainly rice as well.  In fact, the entirety of the agricultural sector was affected by this untimely decision. As the yields were dwindling, the prices of vegetables, fruits, cereals, beans and all other commodities started to skyrocket.  Despite everything, GR and his select band of his so-called advisors went on regardless in turning out fancy jogging tracks all around the country at a staggering Rs 200 Million and other miscellaneous development projects.  For the reasons best known to GR, he was optimistic that he could deliver goods on the economic front with the help of his divine Meni (Soothsayer) in Anuradhapura. In doing so, he made a fool of himself as a novice president with no knowledge of statecraft. Nevertheless, he was stubborn and headstrong not to listen to his seniors in the cabinet either.  In fact, when the veteran politician and former premier Ranil Wickramasinghe forewarned of the looming dollar crisis, no one was willing to take his advice. His call to go for the IMF was conveniently ignored. Meanwhile, corruption was happening at its best in every nook and corner of the country. Corruption charges were levelled against top bureaucrats of the state mechanism but all walked scot-free at the end.  Most prominently, sugar tax scandal which tantamount to the central bank bond scam of the previous regime or more, Garlic scam at Sathosa, fraud in procurement process of Covid-19 Vaccines to name a few. 

Unlimited extravagance of the government

People were perturbed over these obvious corruption charges especially at a time of a national crisis. As it appears, the government seems to appease the businessmen and bureaucrats who helped them into power. The situation deteriorated gradually with the dollar crisis raising its ugly head, strangling the neck of the government in tandem.  In spite of the catastrophe which was snowballing, Rajapakse family indulged in a lavish living style. Ailing MR took wings in a luxury private jet to Tirupathi Temple in South India accompanied by his offspring and their spouses. This was widely reported in the media particularly in social media platforms so it took no time to spread across. The biggest scam reported was Rajapakse family’s alleged smuggling USD 19 Billion out of the country as printed material weighing 101 Tons in Sri Lankan Airline flights to Kampala, Uganda. This was aired by a YouTube video channel operated by a gutty Sri Lankan.  Further, it was reported in a multitude of web articles as well. The government has never denied it but chosen to maintain a low key of the alleged incident instead.  But, the presentation in the YouTube channel was so convincing with facts and evidence that the majority of poor Sri Lankans came to believe it whether the story was true or not.  Everything seemed to fall in line against Rajapaksa. MR was recently declared as the 5^th most corrupt president of the world by an international newsmagazine.  Meanwhile, MR’s eldest son, Namal Rajapakse was reported to have indulged in water sports while on an official visit to Maldives recently. The videos of his escapades expansively ran through the social media channels. But, NR retorted saying what is there for the Minister of Sports to do on an official visit overseas.  So in Sri Lanka, the Sports Minister undertakes overseas trips as if to take part in sports activities. This nasty comment also showcases his political immaturity in depth as opined in the social media. With endless queues for diesel, petrol and Gas, skyrocketing prices of essential commodities which prices are raised each day and night, the frustration of the people grew at a lightning speed. On 5^th March, the president’s private residence in Mirihana, was surrounded by the Women’s Front of SJB Party in a surprise move. This protest was led by Hirunika Premachandra (HP), young leader of fairer sex in SJB fold. Even intelligence units were unaware of such a move so that they couldn’t forewarn the president in time.  However, this protest was rather peaceful as they dispersed themselves after handing over a letter to the president’s staff.  But, HP, at the end of the protest declared boldly that she did carry out this on purpose to allay fear of psychosis of the people for Rajapaksa.  And it did.  By 31^st March, anger against Rajapaksa was gathering momentum at a rapid speed and people grew bolder by now.  In an unplanned move, some people gathered at Mirihana junction in darkness due to the power cut decided to stage a peaceful protest which was joined by onlookers while passing cars encouraged them by continuous honking.  This protest ended on a sad note as an Army bus was set on fire by an individual to the astonishment of peaceful protestors. It was suspected to be an act of an interested party to project an image that the protest was orchestrated by extremist elements. This protest was tear-gassed and some protestors were arrested by the police. Next day, more than 300 lawyers volunteered to appear for suspects in a precedent which was not seen in the history of the judiciary.  GR immediately declared a state of emergency following the 31st incident and imposed curfew on the 03^rd of April as there was a rumor in the social media of a mass scale protests on that day.  In spite of the curfew in force, there had been several protests all around the country at major cities demanding oust of GR.  Judging by the trend, the coming week would surely be very crucial in the country’s political climate. Rajapakses can no way contain the ever intensifying protests by force in the wake of the oncoming Sinhala/ Tamil New Year. After all, it is peoples’ power that would be calling shots. This is what befell Ferdinand Marcos of Philippines in 1986.  History repeats itself somewhere, maybe in Sri Lanka this time.  

Two staunch supporters in the jaws of defeat 

2015 was a year of political turbulence in the theatre of Sri Lankan politics. In a surprise move which even stunned the then UPFA government of Mahinda Rajapakse (MR), his own political ally Maithripala Sirisena defected to the opposition to become the common candidate for 2015 Presidential Election. It was considered a masterminded act as even the state intelligence machinery was unable to get a hint of this information before-hand.  In the meantime, the Apex body of Sinhala hardline party ‘Jathika Hela Urumaya’ met at its headquarters to discuss whether it would remain with MR led UPFA party or cross over to the opposition which was suddenly consolidated by the advent of a common candidate in the calibre of Maithripala Sirisena. After having weighed the pros and cons, the apex body which was apparently disappointed with the government’s corruption record in recent times, decided to join the opposition alliance by a unilateral consensus. The Apex body comprised party heavyweights Patali Champika Ranawaka and Udaya Gammanpila. Not even 24 hours passed since this meeting, Udaya Gammanpila opted to remain with the governing party led by MR. He even went to the extent of calling a media briefing in which he made his renewed commitment to MR and his party. Unfortunately, UPFA and MR lost the presidential and general elections in 2015 but Udaya Gammanpila (UG) had been a staunch supporter of MR and a pillar of strength in his defeat. Just prior to the 2015 elections, he formed his own party ‘Pivithuru Hela Urumaya’ and contested the general election as an alliance party.  He was a vibrant part of Gotabaya Rajapakse’s campaign since he declared his candidature for presidency.  Obviously attracted by MR’s charisma, he unwittingly gave away his own character to project an image of ‘Rajapakse slave’ in the public eye.  And he had a senior counterpart in the fold; firebrand politician Wimal Weerawansa who supported the Rajapakse clan in good and bad times alike in a higher proportion than Udaya Gammanpila in a way.  

Weerawansa factor in local politics

Wimal Weerawansa (WW) is rather a different political creature who is evenly loved and hated by people.  WW was a school drop-out who championed the ideology of Marxism so he was aligned with Janatha Vimukthi Peramuna (JVP) at the outset. He contributed pro-JVP articles to a number of newspapers under some pseudonyms. Meanwhile, he was part of the 1988-89 insurrection but the extent of his involvement is not known. WW is an orator par excellence who always harbours a ‘conspiracy theory’ in his speeches, sometimes to the amusement of people. WW hated and despised the USA and its allies, and branded them as neo-imperialists although he has visited the USA a couple of times.  Having entered mainstream politics in 1997, he contested local government elections and became a counsellor. Subsequently in 2000, he entered parliament on a JVP ticket.  He was a heavy critic of the peace process initiated by then President Chandrika Bandaranaike Kumaratunge and the peace accord brokered by Norway at the behest of Premier Ranil Wickramasignhe (2002-2004). WW was the Media Secretary of JVP and raised his voice on behalf of his party until 2008.  In 2008, WW was expelled from JVP on disciplinary grounds as he was accused of unanimously or secretly supporting Mahinda Rajapakse in the latter’s some controversial initiatives, obviously against the wishes and policies of the party. Upon being expelled from JVP, WW immediately formed his own political party; National Freedom Front (NFF) and joined the government as an alliance party. He was rewarded with a ministerial post of Construction, Engineering Services, and Housing and Common amenities. In a way, this shows the high regard MR had for WW who unscrupulously supported him. WW was particularly noted for his infamous stunt ‘fast unto death’ protest in front of Colombo UN office against UN Human Rights Watch passing a resolution against Sri Lanka. It lasted barely for less than two days as he had given it up at the request of MR. Some say that this drama was pre-planned and well-orchestrated. So, he has become a laughing stock among people but for some, he was embraced as a hero who has shaken the corridors of the UN. This is a classic case of how WW tried to portray a larger than life image in his public life as he used to be.  But, the citizens with an iota of intelligence know what it is, in reality. Despite all, when MR was defeated in 2015, WW remained as MR’s shadow and so was UG.  

Two similar characters with the same fate awaiting them 

WW and UG had similar characteristics of notoriety in their behaviours. UG has a high court case pending against him for defrauding an Australian national by the name of Brian Shedrik. He was implicated for selling shares of a company to the tune of Rs 21 million on a forged document of a power of attorney allegedly issued by Brain Shedrik. In a case filed by the affected party, the case is still proceeding and he would have already been exonerated if not for the foreigner who is pursuing the case. On the other hand, WW had more serious cases against him and his wife Shashee. WW was arrested at Bandaranaike International Airport during the government of good governance (2015-2020) for having a dubious passport. Then premier Ranil Wickramasinghe came to his rescue as widely reported in the local media. The premier was in for a flak within his own party ranks for his sympathetic act.  Meanwhile, his wife had a case where a young boy was found dead at his residence.  Nobody knows what has happened to him. WW had another case of notoriety for sexual harassing a female employee of Lake House in the formative years of his political career. Now, these two Machiavellian politicians are suddenly out of the ruling government due to the reasons best known to them. They both accuse Finance Minister Basil Rajapakse for holding the government to ransom.  Apparently, they seemed to have fallen out with a Rajapakse sibling.  But the chances are very remote that they will be absorbed into any other political party on invitation, given their unstinted loyalty to Rajapaksa with their vote base too being highly negligible. These two renegades have no alternative but to re-align with the government at a later stage for their own survival. Most of the people believe that they are staging a drama to retain losing votes in favour of JVP due to the crumbling economic management of the government so that they could rejoin the government just in time for the next elections with a story to hoodwink people.  The soft stance taken by the government on them so far bears testimony to what it is going to be.  

People are elated by the news that he has come to his ancestral home in Medamulana, a remote village close to the southern tip of the island for a brief respite from his busy schedule as the Executive President of the country. Next day, he strolls on village thoroughfares and boulevards of green paddy fields clad in a simple sarong and a village type top without his usual security detail.  Intermittently, he meets villagers who has known from his childhood days.  He calls them by their names and exchanged pleasantries.  Village folks slowly gather around him but he seems to be completely comfortable in their company. One villager offers him a King Coconut to quench his thirst so he throws away the straw and drinks it from the nut straight. People are immensely proud of his man from their own village who ascended to the top seat of the nation.  Then, he goes to ‘Carlton house’ in the heart of Tangalle, his private residence in his electorate and people throng to see him, sometimes bringing a score of grievances, appeals and even invitations for an array of weddings and various functions. He entertains everything just like a politician right bound to the earth. Meanwhile, that very morning, his erstwhile secretary runs into him with a cellular phone in his hand. On the phone, he extends his warm birthday wishes to an opposition member of the parliament while latter’s own leader is yet to do it or never does it.  After all, he not only captivates but mesmerizes the hearts and minds of people simply because all these events are vividly reported in the media.  He is none other than Mahendra Rajapakse, better known as Mahinda Rajapakse in common vernacular language, the Executive President of Democratic Socialist Republic of Sri Lanka from 2005 to 2015 and now the Prime Minister under his own younger brother, Gotabaya Rajapakse. If this narration is ever published in an international publication, it would give an impression to the outside world of a great leader of people who had brought vistas of prosperity to a country which was in eternal turmoil. Nevertheless, Mahinda Rajapakse is believed to be a multi billionaire with an Asian rank as reported in the international media. This raises more questions than answers and the country on the other hand is on the brink of a total economic collapse.  

Who are Rajapakses’ and what is their ancestry and ascension to stardom in politics?

In the post-independent era, Sri Lanka then Ceylon was dominated by two prominent families; Senanayakes and Bandaranaikes until 1977.  In 1977, the political landscape of Sri Lanka changed dramatically with J.R Jayawardene capturing power with a 5/6 landslide victory. Yet, no ramified political family ever emerged as of Rajapakses’ in the political landscape of Sri Lanka in contemporary history.  Today, Mahinda Rajapakse is the Prime Minister under his own younger brother Lieutenant Colonel (Retired) Gotabaya Nandasena Rajapakse who is the incumbent Executive President of Sri Lanka. His other sibling Basil Rajapakse is the Minister of Finance. Mahinda Rajapakse’s son 36 year old Namal Rajapakse is also a powerful minister in the current cabinet holding multiple portfolios of Youth, Sports, Development Coordination & monitoring. In addition, he holds a state ministerial post of digital technology and enterprise development as well. Eldest brother of Mahinda Rajapakse, Chamal Rajapakse is another powerhouse in the present cabinet in the capacity of Minister of Irrigation, State Minister of Defense and Home Affairs. All in all, there are 5 cabinet ministers from the Rajapakse family alone at present. Besides, son of Chamal Rajapakse, Sasheendra Rajapakse is the State Minister of Paddy, Cereals, Organic Food, Vegetables, Fruits, Chilies, Onions and Potatoes, Seed Production and High Tech Agriculture. From a national perspective, the Rajapakse family is managing a staggering 64 % of the national budget. All vital areas of the country’s economy are obviously under their direct purview. The family representation in the highest echelons does not end here. Newest entry is Nupuna Ranawaka who successfully contested 2020 general elections to enter the parliament. Although he is a nephew of Gotabaya, Mahinda and Basil Rajapakse don’t hold a ministerial position as of now but may in the future. Apart from parliamentary representation, Rajapakse’s kith and kin hold wide ranging public offices in the country. Starting from former Lieutenant Commander Yoshitha Rajapakse who chose mostly a decorative and questionable military career with the Sri Lanka Navy at the outset, holds the position of the Chief of Staff of the Prime Minister’s Secretariat. This position is usually reserved for a senior officer in the Sri Lanka Administrative Service.  There had been allegations that the previous Mahinda Rajapakse government (2005-2015) arbitrarily amended prerequisites for enrollment in Sri Lanka Navy to enlist his only ordinary level qualified son in the service. Besides, the Rajapakse family fraternity is a highly privileged lot. The family members were/ are bestowed with plum jobs in the state sector especially in the diplomatic corps. A close relative Jaliya Wickramasooriya who was the Ambassador to the United States of America is such an example.  

Prasanna Wickramasooriya held the position of the Chairman, Airport Aviation & Services during the 2005-2015 regime. Even Rohitha Rajapakse who is not active in politics but leading a luxurious life with his wife Tatyana had his say in the statecraft too. His mother in law was made a director of Srilankan Airlines. So, the qualification is merely the connection to the all powerful Rajapakse family after all.  

Most powerful family in neo politics 

Rajapakse family emerged so powerful for the roles they played in ending 30 year fierce war with merciless LTTE, better known as Tamil Tigers in 2009. This victory notwithstanding the credit which is due, made a fortune for Rajapakse family in the ensued years. They amassed absolute people’s power as they always towed a communal hardline which attracted majority Sinhala-Buddhist people. Rajapaksa’s hail from rural background whose forefathers were landed proprietors owning paddy and coconut lands in Giruwapattu in the backyards of Hambantota district. Their grandfather Don David Rajapakse was a Vidanaarchchi in Ihala Welikada Korale which was a prominent position at village level in the bygone era. It was Don Mathew Rajapakse, son of Don David who first entered the political foray in 1936 to represent in the State Council. After his demise in 1945, Don Alwin Rajapakse (D.A Rajapakse), his younger brother entered the council uncontested.  D.A Rajapakse was one of the members who staged the famous cross over from ruling UNP to form Sri Lanka Freedom Party in 1951 with late premier S.W.R.D Bandaranaike.  Afterwards, a number of Rajapakse family members entered the august assembly and held powerful ministerial positions. George Rajapakse and Nirupama Rajapakse were two key names worth mentioning in this respect. Nirupama, a cousin of Rajapakse trio, was recently featured in the leaked Pandora Papers which showcased corrupt politicians of the world who amassed wealth through unethical and illegitimate means. Today, Rajapakses have become quite unpopular in the current context of the country.  Many allegations have been levelled against them for authoritarianism, wide spread corruption, large scale nepotism, intimidations, dismal governance and even murder.  They were accused for murders of journalists Lasantha Wickramatunge, Prageeth Ekneligoda, Ruggerite Thajudeen to name a few. Besides, they are being suspected for having a hand in the infamous Easter Sunday massacre in 2019 killing about 300 innocent people while in prayers. Further, people question what has happened to the wealth of war booty of LTTE, including piles of Gold and 70 odd ships that LTTE were said to have owned. Notably, Rajapakses are now in for the wrath of the world leaders as well for their bad record of human rights in Sri Lanka. But, still for all, Rajapakses remain unmoved and unabated. Some analysts point out that ‘Sataka’ clad Rajapakses have no alternative but to remain in power to escape the law. Whether this notion is true or not, the future will tell what fate would befall them if they had committed any wrong?

In April 2021, Mrs. Sri Lanka pageant for Mrs. World was held at a prime venue in Colombo.  Since the world pageant was inaugurated in 1984, two Mrs. World title holders were produced by Sri Lanka namely Rosy Senanayake and Caroline Jurie. Interestingly, Caroline Jurie was the reigning Mrs. World, having won the coveted world crown in 2020. The customary honor of crowning the emerging queen fell on Caroline Jurie.  Accordingly, Pushpika De Silva was adjudged the Mrs. Sri Lanka 2021 for Mrs. World pageant. She was sashed and crowned. A few moments later, Caroline Jurie came on stage and grabbed the microphone to make an announcement which had taken the audience by surprise. Caroline declared that the panel of judges has a concern about the marital status of the newly crowned.  Since she was a divorcee, she was ineligible to hold the title. Then, the most unpleasant events unfolded as Caroline Jurie forcibly snatched away the crown on the head of Pushpika De Silva to the latter’s utter embarrassment. She broke down in public and walked away in tears and despair while the first runner-up was declared the new winner. It was Rosy Senanayake, former Mrs. Sri Lanka who was first to condemn this act in support of Pushpika De Silva. This ugly saga didn’t stop on the stage but continued thereafter when Pushpika De Silva lodged a complaint at the Police Station, Colombo Cinnamon Gardens.  This Polonnaruwa born beauty of 31 years eventually proved the fact that she was not a divorcee but only separated from her commercial pilot husband.  So, she was reinstated as Mrs. Sri Lanka for Mrs. World pageant on the following day.  Public sympathy remained with Pushpika De Silva for the unsavory plight she had undergone at the hands of Caroline Jurie and the panel of judges and Caroline thus became the villain of the story. This prompted Caroline Jurie to abdicate the world crown on her own accord subsequently before retiring from the limelight of world’s married beauties. 

The saga re-emerges after one year respite 

Nothing much was discussed of Pushpika De Silva in public as she prepared to represent the nation at the world pageant. However, a few months back her name re-emerged connected with the notoriety of State Minister Lohan Ratwatte’s escapade into Welikada Prison in the middle of the night with a gang of friends to see the gallows. She was one of the friends in his company at the time of this ugly incident. She came to her state minister friend’s rescue when she once again addressed a media briefing with tears in her eyes stating that they didn’t go to see the gallows contrary to what was reported. This incident had cost the state minister his portfolio connected with Prison Reforms and prisoners’ welfare.  Again, this news item submerged with time and there was no news of Pushpika De Silva until recently.  Meanwhile, she went on to represent the country at Mrs. World spectacle held at Las Vegas, USA on 15^th January 2022.  She was fortunate to be included in the final 6 finalists but failed to make it to the final three. So, she returned empty handed. The furore erupted shortly after her return from the USA as she posted a claim on her facebook account that she was chosen the fourth of the contest. This claim was immediately challenged by the panel of judges at the world pageant.  Resultantly, she was asked to withdraw her claim by the world pageant authorities. In fact, the choosing of fourth, fifth and sixth places were shelved by the pageant organizers some years ago. With this, her name was once again featured prominently in the media with Chandimal Jayasinghe being the National Director of Mrs. World in Sri Lanka issuing a formal letter to Pushpika stripping her of the Mrs. Sri Lanka title. This denouncement came in the wake of Pushpika making defamatory comments on Chandimal Jayasinghe and Rosy Senanayake in a YouTube channel operated by famous TV journalist Chamuditha Samarawickrama.  She has given a similar interview with Danu Innasithamby, another popular YouTuber and media personality in which she was highly critical of some interested people who acted out of jealousy to bring about her downfall.  

Mentor becomes her bitter foe

Rosy Senanayake, former beauty queen turned Politician was said to be Pushpika’s mentor in the run up to the world contest. She had been steadfast in supporting her in the most difficult times. In fact, Pushpika had a lot to learn from this veteran former beauty queen. But, the unexpected happened instead.  In Pushpika’s YouTube interview with Chamuditha Samarawickrama which she personally sought, she pointed an accusing finger at Rosy Senanayake stating she undercut her from becoming Mrs. World out of jealousy.  She also claimed that she footed the entire cost of Rosy Senanayake’s travel to the USA for the pageant and even paid for meals and accommodation since she was not officially invited for the occasion. She pointed out that the airfare on Emirates business class for her alone cost her Rs 1.2 million. She further said that Rosy Senanayake arrived only two days prior to the gala event and thereafter, everything went downhill for her. This has infuriated Rosy Senanayake as she refuted her claim saying that she had no status to influence the panel of judges who were immaculately independent in their judgements. So, she declared Pushpika’s claim to be totally unfounded and baseless. Besides, there was no evidence to prove the fact that Rosy Senanayake was behind her downfall at the pageant. On the other hand, she had no reason to perpetrate such a deed of depriving her of the world title out of jealousy or malice. Obviously, it was purely Pushpika’s misconception about the whole affair which cost her the local title as well.  Meanwhile, out of sheer determination to be crowned Mrs. World for 2022, she made a special Rs 7.5 million worth designer frock to adorn upon being crowned which never happened. Obviously, she has spent a great deal of money in her sojourn at the pageant with an overenthusiastic zeal or craving for the coveted title. Downplaying all those who played a role in her downfall, she bitterly levelled accusations against a particular person obvious to everybody, stating that this person will face a terrible punishment at the hands of the almighty God and she has given it over to God to deliver justice. Ironically, this has sealed her fate. Mrs. World National Director had to take action against this renegade beauty so he stripped her of the Sri Lankan title.  Meanwhile, Rosy Senanayake has filed a lawsuit claiming damages to the tune of Rs 500 million while Chandimal and Danu claiming Rs 200 million each from Pushpika De Silva. Now, it has become a beauty pageant turned 900 million legal battle for disgraced Pushpika. Therefore, much more interesting milestones were to unfold of this saga in the future.  

Wijesinghe Jayaweera Mudiyanselage Lokubandara (05^th August to 14^th February 2021) also known as W.J.M Lokubandara or Wijamu was a humble politician devoid of confrontational politics. Mostly, WJM Lokubandara was a respected politician who held a number of high profile ministerial positions from 1977 until his untimely death in February 2021 succumbing to Covid-19 at the age of 79 years. He had his primary and secondary education at Yahalabedde School and Bandarawela Central College and entered University of Peradeniya for higher studies. He completed his master’s degree at University of London as an external student and consummated his studies at Law College of Sri Lanka, thus becoming an attorney at law. He started his career as a translator for the government of Sri Lanka prior to becoming a practicing lawyer by profession and a legal draftsman before his sojourn in politics. He entered the parliament in 1977 representing Haputale constituent when United National Party (UNP) secured a landslide victory at general elections of that year. During two successive regimes of J. R Jayawardene’s government lasted almost 10 years, he was only a backbencher in the parliament. In 1989, under the Executive President of Ranasinghe Premadasa, he was appointed the Minister of Indigenous Medicine, a non-cabinet minister for the first time. Subsequently, he ascended to a cabinet ministerial position, holding the portfolio of Cultural Affairs, Education and Media. 

During his tenure in this capacity, he took steps to resurrect the old Sinhala heritage and the language. He introduced green porridge (Kola Kenda) and herbal tea to the society at large including schools, ministries and even parliament.  He was instrumental in carrying out a research on multitude of Ola leaf manuscripts written on indigenous medicine.  Being a staunch supporter of the native language, he worked hard to declare 02^nd of March as Sinhala Language Day. He projected him as a self-proclaimed Sinhala scholar and loved Sinhala literary work. He was a writer who compiled a number of books including novels, a lyricist as well as a poet. He also had an in-depth knowledge of Pali and Sanskrit languages to his credit. In 2001, when UNP formed a new government, he was given the ministerial post of Justice, Law Reforms, National Integration and Buddha Sasana.  In 2004, he despite being from the opposition, fought a keenly contested secret vote to become the Speaker of the parliament which position he held until 2010. At the tail of his political career, he was more aligned towards Mahinda Rajapakse regime which championed the national cause ending 30 year war at that juncture and was subsequently appointed the Governor of Sabaragamuwa Province from 2010 to 2015 on his retirement from parliamentary politics. He led an exemplary married life with his loving wife Malathi Lokubandara and had three sons by the names of Rashmin, Udith and Damith. 

Upbringing of his offspring: A Paradox of his very character 

Hon. W.J.M Lokubandara, may be due to the reason that he had the convenience of attending the parliamentary sessions and ministerial business in Colombo, took up residence in a suburb township of Nugegoda. Therefore, his all three sons were brought up in a metropolitan environment, contrary to his humble beginnings in the rural Haputale town.  In spite of being a Sinhala language maestro and a former education minister of some sweeping powers and also for the reasons best known to him, he opted for his sons to be educated in English medium instead. So, the man in news, W.J Udith Sanjaya Lokubandara, his second son, had his education at Lyceum International School, Nugegoda, which is a leading network of international schools in Sri Lanka.  Upon finishing school, he followed in his father’s footsteps and was enrolled at University of London to read for a Diploma in Economics. He studied in multiple fronts and became a member of professional bodies of LCCI and ACIM of Chartered Institute of Marketing, UK. Unlike his two siblings, he showed a keen interest in joining the foray of local politics, maybe with the blessings of his politically veteran father. He was approached by the UNP initially, offering him the post of the Organizer for Haputale, the native place of his father. Instead, he settled for the option provided by the rival party SLFP to become the District Organizer for Badulla District. So, he became an ally of the Rajapakse regime. In 2010, he successfully contested the general elections and entered the august assembly, marking his entry into active politics.  However, he failed to secure a seat in the parliament in the 2015 and 2020 general elections. 

Despite his failure in politics, then President Mahinda Rajapakse acknowledged Udith Lokubandara’s allegiance to the Rajapakse clan thereby appointing him as one of his private secretaries. In the aftermath, he was given the post of the Parliamentary Secretary of Prime Minister Mahinda Rajapakse in the current government. With the compliments of Rajapaksa, his political career had been rather smooth and rewarding. He has been the darling of Mahinda Rajapakse. But, Udith Lokubandara’s fortunes twisted unexpectedly on one fine day recently as he was accused of syphoning off funds of none other than his political guru, Mahinda Rajapakse, using an ATM card. As reported in the media, he had embezzled money to the tune of 35 Million Sri Lankan Rupees.  On the contrary, according to internet sources, it was nearly 400 Million in Sri Lankan Rupees.  Nobody knows what version of the story is accurate. Ironically, it was said that Udith Lokubandara had been pilfering funds off his powerful master for a number of years since the latter was the Executive President. It is hard to believe how Mahinda Rajapakse didn’t notice his card usage all these years. According to a communique issued by the Prime Minister’s office, it was asserted that these monies were the salaries drawn by Mahinda Rajapakse since he was the President and Prime Minister up to now. So, it can be assumed that Mahinda Rajapakse has not touched his funds accumulated from his monthly salaries. So, how did he live thus far without a steadfast income source? Meantime, one media report hailed Udith Lokubandara for robbing the ‘robber barons’ while Mahinda Rajapakse branded him as a ‘stupid devil’ in an open media forum recently.  However, the matter was amicably settled with Lokubandara offering to return the money. Mahinda Rajapakse also indicated that he doesn’t mull legal action. Nevertheless, Rs 35 is usually a big money for any Sri Lankan but there was no big fuss about the matter, again may be due to the reasons best known to Rajapaksa. 

In the wee hours of 02^nd February 2022, the hostel of Medical Students at Ragama Medical Faculty became a virtual battlefield with a fierce exchange of fisticuffs taking place in every corner. This pandemonium broke out when a gang of 15 thugs or political goons suddenly invaded the hostel premises, taking on the 4^th year medical students en masse. The mastermind of this wanton thuggery attack was said to have given instructions from a BMW jeep which was later revealed to be belonging to the vehicle detail of Hon. Arundika Fernando, State Minister of Coconut, Kithul and Palmyra Cultivation Promotion and related Industrial Product Manufacturing and Export Diversification. Ironically, another car belongs to the Coconut Development Authority which comes under the purview of the State Minister in question.  It is common knowledge that even State Ministers in the present parliament have been allotted institutions as never before by HE, the President Gotabaya Rajapakse. Previously, the State Ministers were at the mercy of their Senior Ministers to secure a responsibility of that kind. Now, the situation has changed. For each State Minister, there is a Cabinet Minister in charge whose only responsibility is to take up the issues at the Cabinet on behalf of the papers tabled by his junior State Ministers. In fact, State Ministers in the current regime have absolute power and immunity. They have resources at their disposal. However, this is a positive as well as a negative situation from different perspectives.  This has now become a part and parcel of the country’s political culture.  This is simply because the politicians, their offspring and goons tend to think that they are literally above the law.  They take law unto themselves at the very opportunity they get.  So, poor Sri Lanka eagerly looks forward to Ven. Galgodaaththe Gnanasara Thero to perform a miracle in bringing law and order on equal terms for every citizen, reforming himself first. 

Abuse of father’s powers at will

Sri Lanka, which has adopted an enthusiastic tagline ‘the wonder of Asia’ has a rich history of politically motivated thuggery unlike other Asian countries.  Similarly, the notoriety of sons of powerful ministers now and then has its own share of stories, heroics and escapades.  In the past, such a famous rebel son was none other than Malaka Silva, the son of infamous former minister Mervyn Silva.  Prodigal son Malaka had back to back brawls at Colombo night clubs until misdemeanor came to an abrupt halt with the intervention of the highest powers of the country to be. He was brutally assaulted at Colombo-07 Odel Mall Car Park in broad daylight by a more powerful and ferocious gang for harassing a lady who had contacts with top rung politicos. The sons of Ministers S.B Dissanayake and Mahinda Wijesekera too were embroiled in such a brawl at a Colombo Night Club sometime back. Besides, the son of Minister Keheliya Rambukwelle, Ramith who was incidentally a national Cricketer, was also known for attempting to unlock the door of an international carrier airline when it was in the air, to the sheer fright of the passengers.  Later, it transpired that he was under the influence of liquor while attempting this mid-air drama, mistaking the fuselage exit door as the door to the washroom.  The latest entry into the scene is Avinda Randila Jehan Fernando, the son of the State Minister Erandika Fernando.  In fact, the writer would do an injustice if the names of late Minister Anuruddha Ratwatte’s sons were not mentioned. Their names are synonymous with Udathalawinna mass murder and most recently, Minister Lohan Ratwatte’s drunkard escapades into Anuradhapura and Welikada Prisons were well known which eventually cost him his ministerial portfolio or just part of it. 

Latest incident of disgrace

In the latest incident, the gang which swamped the Medical Faculty Hostel had twisted fortunes. According to the media reports, a gang of 15 thugs entered the faculty premises at around 3 am and commenced beating the 4^th year medical students. At this juncture, other medical students who were fast asleep, were woken up by the noises of the pandemonium and joined the melee.  Soon, the medical students with a stronger force now, were able to overpower the gang.  In the process, they even de-inflated the tires of the car in which the gang came in.  The students held the driver of the car captive until the Police came to the scene of the incident. Incidentally, the driver was in the possession of an identity card which suggested that he was employed by the ministerial staff in 2018. The students didn’t stop at that but went on to video the entire episode on their mobile phones which came handy as hard evidence at the inquest held subsequently.  During the Police investigations, it was revealed that it was an enmity between 3^rd and 4^th year medical students which was related to ragging.  3^rd year students have given statements to this effect. The Police have already arrested 7 culprits including the State Minister’s son who surrendered himself through a lawyer and two other employees from the ministries which come under the direct purview of the State Minister. Besides, another 4 students are arrested and enlarged on bail for beating the 3^rd year student who created this uproar. He is identified as a close ally of the State Minister’s son from school days. Although the Minister denied any knowledge of the incident, an angry President was reported to have directed him to step down. He also directed Minister retired Rear Admiral Sarath Weerasekera, who is in charge of the Police Department, to initiate an impartial inquiry into the incident.  

Ugly attempts to exonerate the State Minister

In the aftermath, Keerthi Sri Weerasinghe, the Chairman of Coconut Development Authority, summoning a media briefing alienated his institution from any involvement in this incident. He further went on to state that the car WP KI 2376 which belongs to the authority had indulged in an unlawful vehicular movement and thus the driver was reported to have been suspended pending inquiry. However, he attempted to prove his Minister’s innocence which earned him heavy criticism from the media. The State Minister too went before the media announcing he would step down in order to allow the Police investigation to continue without interference. Nevertheless, the entire country knows that HE, the Present ordered him to resign as it was exclusively reported in political columns. In this whole episode, nobody knows who is genuine. Because our politicians are aware of the fact that our people forget everything in just two weeks. After that, they don’t care or least bothered to know the rest of the news item. As the hotness of the news item dies down, the same corrupt politicians would be calling shots in the political arena once again and maybe, more powerfully than ever.  This is Sri Lanka’s inimitable political culture which stands out among our counterparts in the world.  

Economy in turmoil 

Today, Sri Lanka’s modest economy is in a grave crisis as never before in its 73 years of independence.  This is a fact even the Government admits nowadays. People feel the brunt of this economic predicament as the Government is losing its popularity day by day.  It has come to a situation where people openly disparage the regime as of now.  The classic example is that none other than His Excellency, the President was booed at by an unsuspected gathering who were in a long queue to fetch short supplied and now rationed milk powder, only a stone throw from his private residence at Mirihana, Nugegoda recently. Obviously, the country’s forex market is almost down to zero with importers of even essential commodities struggling to secure much needed US dollars to suffice for their regular imports.  It is an open secret that the Government resorts to printing money to meet its routine expenses which in economic terms, would lead to inflation. So, this norm is already felt by the masses as the prices of essential food items are skyrocketing beyond the reach of local consumers. Meanwhile, poor parents are dealt with another burning issue with no alternative to send money overseas for loved ones who are pursuing studies in foreign universities. The haphazard or recurrent queues for gas, petrol, milk powder and other essential goods are commonplace in the country which epitomises rule of a communist country with an iron curtain.  There is no trade which is not affected by the economic crisis of the country at present. Everybody is virtually struggling to make their ends meet on a daily basis.  So, as far as the Government is concerned, it has very little options either to go for IMF assistance or turn to friendly countries to raise much needed USD reserves. 

Economic prudency at stake

The Sri Lankan Government still shows a little interest in going for the IMF option for the best reasons known to the rulers. Sri Lanka’s debt portfolio and its financial commitments in debt servicing is enormous and beyond immediate recovery.  It runs into billions and billions of US Dollars. Recently, it was reported that Sri Lanka has obtained almost USD 12 Trillion as loans for various development projects.  The estimates say that the liquidity of the projects thus undertaken was only worth USD 2 Trillion in terms of infrastructural assets. Where has the balance of almost USD 10 Trillion gone? Nobody seems to have an answer. This shows how the country was plundered of state funds in contemporary history.  This is nothing but gross corruption in the state mechanism which the country has been plagued with, for the last three or four decades. Shamefully, some political analysts of Bangladesh asserted recently that Sri Lankan politicians are clueless as to how to handle the economy of the country as widely reported in the international media. Irony is that this statement came from a country which was one of the poorest countries in the world in the last century.  It has surpassed Sri Lanka in all vital economic indexes. Most recently, Sri Lanka has sought USD 3.5 Billion loan from Japan to bolster its ailing economy and also to flay the IMF option. Nevertheless, Japan has so far not made a commitment in this respect. Apparently, Japan was not happy with the abrupt cancellation of the last regime’s negotiated LRT project by the present Government at the outset of coming to power which was to be funded by JICA, Japan. Meanwhile, after intense negotiations, India has agreed to grant a loan of USD 900 million as a currency swap to stabilise the rupee. On the top of it, Sri Lanka seeks a further 01 Billion as a loan from India.  It is likely to materialise with a lot of strings being attached. This loan, which would actually come as a credit line, would be available to make purchases of essential items exclusively from India.

While the Sri Lankan Government is attempting to raise funds from a handful of friendly countries to spur the economy, the independent economists and opposition politicians question the prudence of such a policy.  They blame that the government is acting rather blindly on the issue which is more serious than what the government thinks of it.  According to their opinion, the government will never be able to raise necessary funds to get out of this critical situation.  They also allege that the government shuns IMF financial assistance due to the reason that the government will be dictated by its stern terms and conditions to fashion the economy if the government opts for the IMF option.  It is true in a way.  There will be no allowance for corruption in such cases.  The government indirectly made it known that it wants a freehand to manage the economy.  In other words, the government seems to be relying on home grown therapy to salvage the ailing economy. Meanwhile, the opposition politicians’ level allegations stating that the government’s sinister motive is to indulge in corruption further. However, the government’s bona fides are suspicious too, given its track record.  This is notwithstanding the fact that 64 % of the national budget is controlled by one family with Rajapakse lineage.  It was reported in the media that former Prime Minister Ranil Wickramasinghe openly cautioned the government to consider the IMF option seriously.  The IMF, which was formed in 1944, was formally established in 1945 with the objective of promoting international monetary regulations, international trade and assisting countries in tackling balance of payments in 190 member countries. Despite Sri Lanka being a prominent member, the island nation tries to alienate themselves from the IMF. The reason is obvious because the present regime wants nothing but economic immunity. So, it is highly unlikely that any western country will come forward to help Sri Lanka at this critical hour if not opted for IMF assistance.  What the government should be mindful of is that whatever economic decision being taken by them will have a corresponding effect on the people of Sri Lanka in time to come. Therefore, it is high time that Sri Lanka opted for IMF assistance at this stage. According to the statistics of world financial watchdogs, Sri Lanka is on the verge of going bankrupt at any moment. The country’s economy is so fragile at present which was accepted by even some powerful ministers of the incumbent government.  Some ministers have even gone a step ahead to give warning signals to the government but to no avail.  The top brass of the government still seem to believe that they could get the country out of this economic muddle unscathed. It is a huge gable the Government is taking which would decide the destiny of the 2500 old proud nation. 

In 1942, Trincomalee harbour on the north eastern coast, which is the second largest deep water natural harbour in the world, was a British Naval Base during the Second World War. Similarly, adjoining China Bay Air Base was home to Royal Air Force 222 Group which was equipped with an arsenal of near obsolete anti-aircraft artillery.  In the period between 25^th March to 10^th April 1942, Air Vice Marshal John D’Albiac was sensitive to the imminent Japanese attack as reported by the intelligence sources. Thus, he issued orders for the Royal Navy’s Fleet Air Arm (FAA) to disperse the warships anchored in the inner harbour to safe ports of India and deep sea hideouts.  On the fateful day of 04^th April 1942, Squadron Leader Leonard Birchall of Royal Canadian fame who was later promoted to the rank of Air Commodore and bestowed with Distinguished Flying Cross for his bravery was on a reconnaissance mission on board a PBY Catalina Flying Boat from Koggala Air Base and sighted an approaching Japanese enemy fleet on the horizon.  He promptly radioed a warning signal to the Ground Command before his craft was shot down by the enemy lines and taken captive to serve a 3 year period as a Prisoner of War (POW).  Irrespective of his warning, the Imperial Japanese Navy carried out their onslaught on the identified target on the eastern coastal town of Trincomalee.  Although the Royal Air Force preemptively sailed off war ships in preparation for imminent attack, three war ships including HMS Hermes of Royal Navy which remained anchored in the harbour, were completely destroyed and sunk by the Japanese.  Then, the Japanese attention focused on Oil Tank Farm located at China bay, south of Trincomalee to cause a catastrophic effect as the spreading fire could exterminate a large area.  So, one of the Japanese pilots chose to commit ‘Kamikaze’ suicide mission on the Oil Tank Farm. He divided his fighter aircraft right into a tank, destroying it completely. However, no human loss was reported rather than the pilot himself because people were pre-emptively evacuated in the wake of the looming attack by the imperial government of Ceylon under the governorship of Sir Andrew Caldecott. The pilot’s charred skull was an exhibit on display at the site of the inferno until recently. 

Importance of China Bay Oil Tank Farm

Trincomalee harbour is located at a strategic place on the maritime Silk Road from old age.  The Oil Tank Farm comprising 101 tanks was commissioned by imperial British in 1924 for storage of petroleum after World War 1, and has in fact added a significant value addition to the port.  The Oil Tank Farm has drawn a plethora of interest from some influential countries such as the USA, England, China and India being in the contention prominently from time to time after independence. Now, it has become a hotbed of China-India ‘Cold War’ with India resisting any Chinese investment in the North and Eastern regions of the island.  At present, only 99 Oil Tanks remain on the ground with the capacity of 12,000 Kiloliters each with two tanks being destroyed due to Japanese Kamikaze attack during World War two and Sri Lanka Air Force plane crash subsequently. The Oil Tank farm has been segregated into two divisions namely Upper and Lower on a land extent of 800 acres and 50 acres respectively.  Lower division has 16 Oil Tanks while the Upper division holds the rest which remain in dilapidated condition and shrouded in the shrub jungle.  India has been lobbying to take over the Oil Tank Farm, in a bid to counter-balance the Chinese pressure which built up in Southern and Western parts of Sri Lanka. In contrast, India has a strategic value in the Oil Tanka Farm from the military point of view as well. On the other hand, Ceylon Petroleum Corporation (CPC) or the Government of Sri Lanka are not in a financial position to refurbish the tanks on their own as it involves Billions of Rupees. Foreign partnership is seen as the only way out to salvage the Second World War era Oil Tank Farm.  And Indian collaboration happened to be the only solution.  In 2017 under the Maithri-Ranil good governance government, it attempted to ink a deal with India to resurrect the Oil Tank Farm but had to be halted abruptly due heavy pressure from Opposition Parties and CPC Unions. Sri Lankan mindset is such that every time the Government attempts to go into a strategic partnership with another country for a joint venture, it is projected as a ‘sell out’ of national assets by the opposition and unions.  Irony is that when the opposition comes to power, they also opt to do the same.  It is a vicious cycle that impeded the nation’s progress in 72 years of independence. 

Brand new deal with India

Recently, the social media is inundated with posts from the supporters hailing it that the government has re-acquired the Oil Tank Farm.  In actual speaking, it doesn’t seem to be so. Therefore, it is interesting to see what has really happened in the so-called deal. What has happened was that the CPC was vested with 24 oil tanks from the farm to be directly under its purview.  14 Oil Tanks which were leased out to Lanka Indian Oil Company (LIOC) in 2004, are due to expire in two years.  The Government has agreed to renew the lease for 14 Oil Tanks for another 50 years.  Meanwhile, Sri Lankan Government has entered into an agreement with India to develop 61 Oil Tanks on the farm in a joint venture.  CPC, the government’s authority on import, storage and distribution of oil would be holding 51% stake while LIOC on behalf of India will have a 49% share.  A new company is to be incorporated as a subsidiary of CPC with a choice of Sri Lankans and Indians serving the board as directors.  In fact, this is a strategic partnership that is likely to bring rich dividends. Oil Tanks in the China Bay Oil Tank Farm are made up of one inch thick steel sheets and one foot thick concrete rings.  Accordingly, these tanks will be refurbished to store oil for the country’s needs and requirements and beyond. This will also help Sri Lanka become a maritime logistic hub as envisaged by the successive governments.  In view of Sri Lanka’s current economic conditions, this deal is a welcome sign. In fact, there is nothing wrong in this deal as Sri Lanka will benefit immensely out of this pact. However, contrary to the social media posts, Sri Lankan government has gone beyond the current equation to accommodate India. Time will tell us whether it is a venture made in a win-win scenario or otherwise. Besides, at least if a deal of this nature was not entered, Oil Tank Farm will certainly go into decay exposed to elements as they prevail at present.
